I don't understand the sentence as it's written. In English, you would not say "open it for 4pm." One of the following would make more sense:
• "open it at 4 pm" - It will be open exactly when the time is 4 pm
• "open it by 4 pm" - It will be open at or before 4 pm
• "open it until 4 pm" - It will close at 4 pm.

I would ask the person for clarification.
