cold is used to describe the weather or a person's appearance.
For example
1. wow, it is really cold today
2. Did you see Tom today? He acted really cold to me. (this would mean didn't show many emotions or ignored)
coldly is more to describe someone's attitude (never weather)
For example
1. Tim was acting coldly towards everyone today.

Cold=adjective
→cool temperature.
Example: my hands are cold
Coldly=adverb
→without affection/feeling
Example: They looked at him coldly.
