"..holdt jeg på å si" literally means ".. I was about to say". All it means is that you're not fully committed to your prior statement.

Example: "have I read the Harry Potter books? Yeah, I've read all of them, (insert holdt jeg på å si). In this example, the person has probably read some of the books, but is hesitant to state for certain that he/she has read all of them -which is why "holdt jeg på å si" is added.

I know it doesn't make much sense, but that's how some people typically use the term. Other people just say it out of habit.

Basically, if someone notices that he hasn't actually read all of the Harry Potter books, he can say "I didn't mean it literally" - all because he added "holdt jeg på å si" to the end of the sentence, which adds a certain element og uncertainty to the sentence.
