This is a very technical question. There are two ways to view wages. Absolute wages are the money you earn by working. If you earn $12 dollars/hour, your absolute wages are $12 dollars/hour. If your wages increase to $13 dollars/hour, then your absolute wages have risen. However, relative wages are the amount of money you earn compared to the average income. So, even if your wages rise from $12 to $13 dollars, your relative wages might fall, if the average wage increased by more than $1/hour.
So, technically saying "wages have risen" could mean that absolute wages have risen or that relative wages have risen.
