“It is so refreshing filming outside, has been a while”. 是什麼意思

Can you tell me what is omitted in that sentence and explain how this sentence grammatically works?

It is grammatically incorrect, but sometimes people do talk like this.

They are saying “It has been a while” but removing “it”. More often you would just hear “Been a while!”

I don’t know if the person creating the subtitles did it on purpose or not.

@Mfeather Thank you!! It is very helpful. But, could you tell me more examples?
And, I don’t know the meaning of “it has been a while”. Does that mean “for a long time”? In that video, he said “ 오랜만에 밖에 나와서 촬영을 하니 상쾌했다”. I think ‘오랜만에’ is translated into ‘it has been a while’.
