I think so. But most of Japanese don't speak English well and you might feel that we Japanese aren't friendly enough.

When I visited Japan in 2015 there was an old woman, who asked, if I was American. She wasn't friendly. I replied, that I'm German. She turned immediately and got friendly in one second. She was very interested, why is was visiting Japan and about Germany. Perhaps it was due to her age. Because every other person I talked with was friendly and helpful. Some people came to me and tried to speak German with me, because they learned it sometimes in their life.

Hi, @YuHinative. surely we use "我々日本人は", but if you say "we Japanese" in English, it's not a good expression. it sounds a little proud to people from other countries.
if you google the words, you will find it.

Based on living here for 15 years:
If American : yep.
If Chinese/Korean: nop.
If French/Spanish/Italian/German: YES YES YES.
If from East Asia: not that much.
If from Africa: yes, for some Japanese women.
If from South America: yes.
If from Russia or Eastern Europe : YEEEEEEEEES for Japanese males.
If from Northern Countries in Europe or UK: YESSSSSS for Japanese women.
If from Australia: meh.

I'm foreigner and I absolutely don't think it sounds "proud". It's actually natural/spoken English and there's no problem talking like that, no one will get offensed. ;)

Thank you @_Ado_ for your opinion. Actually it has been argued a bit and it's generally believed it in Japan. So I suppose some persons don't mind it, but other international people feel it.

There are not enough Mexicans in Japan to know what Japanese people think about them I'm afraid. They know Mexico is a dangerous place with tacos and meat, populated with people who love to dance and sing. Yeah, they only know the stereotypes.
@kuzzy45 There are only very few Canadians here and Japanese people don't know much about Canada.. You'd be surprised to see that a large majority of them can't tell you what's the capital there. ;)

@kuzzy45 Surely, we don't know much about Canada. We always hear the information of the US from news, but there are few news of Canada.
But this is just my opinion, maybe we have a good impression to Canadian as well as American, because they are both North America, and speaking English (if French speakers exist).

"Japan" = Country ≠ Japanese people
"Country" = country
Does Japan as a nation have a good policy for foreigners? I think that's the question.
Japan as a country has been closed for a long time. But nowadays, more and more foreigners are coming to Japan. Visa and immigration procedures seem to have been eased.

@undertherainjp I spoke with her in Japanese, or tried to. I wasn't good at that time. And the people approached me, because I talked with a friend in German.
