State governments need to have EMS policies and agencies. Counties, cities, and towns (all jurisdictions within states) may have EMS services. State EMS agencies may or may not provide actual services to the community, but they need to at least have resources to help the smaller jurisdictions.

Kinda hard to explain and I'm not even sure I got it right. Hope it helps though! Happy to try to read more if you need, but any more difficult than that and we'll have to find a lawyer :)
