This paper that says we agreed will start working when both people agree and will (keep going/stay good) for 5 years. After that, it will be good again on its own every year.

The thing you are agreeing to will start when both people or groups agree to it. It will continue for 5 years. After 5 years pass, both people/groups have to agree to it again once every year for it to continue.
