This is always a little tricky.
"She has mentioned it" is used when the thing has been mentioned in the past. Here past means that the time is over. Like a past meeting. The meeting has come and gone.
Example: "She has mentioned global warming in past meetings."
"She mentioned it." is used when it just happened. Meaning it could be just a few minutes ago... or just recently.
Example: "She mentioned yesterday that she would be leaving today."
Example: "She mentioned that a few minutes ago, weren't you listening?"
The difference is minor.

@Redstone92 oh thank you, you mean the act of 'has mentioned' happened prior to 'mentioned'? these are not on the same time line? what should i use if i want to say she (has) mentioned about a certain topic so many times by now? haha it's really subtle to tell 😰
