Basically, the court was trying to figure out whether the travel ban was worth the violation of rights-- the court questioned the government (meaning Trump's administration) about what national threat was so pressing (urgent) that the ban couldn't be "stayed temporarily" (stopped/blocked until further notice)

this sentence is a little confusing haha, the part
"a pressing national security threat that a temporary stay of the order would worsen"
is technically all one noun (/one noun construction)

I read this sentence from the BBC news yesterday and was totally confused. Mr. Trump's surname is to take the blame because, in mandarin, 'Trump' sounds like 'Chuan Pu',a dialect in Sichuan province which occasionally confuses me too. (just kidding...) .
