Hi! The 2nd sentence is a normal sentence asking about the weather outside (such as: is it sunny? Is it hot? Is it raining?).
The first sentence is not a natural sentence - 'whether' is used in sentences when discussing two or more options or alternatives (for example: I am going to the movies, whether or not you are going to come with me.). Hope this helps!
