They can sometimes mean the same thing. There are a few differences.
throttle - means to choke or strangle someone else, but it usually means using your hands to do it, and implies a certain amount of angry, furious, violence, out of control attacking, frustration, etc.
choke - can mean being strangled or throttled. But it also can mean just swallowing wrong, having a bit of food or drink go down the throat wrong, anything that makes a person gag like something is stuck in their throat, etc.
strangle - can be like throttle sometimes. It can be with the hands or (more often) it can be with rope/string/wire.
All three of these are sometimes used figurative/symbolically instead of literally too.
If 'throttle' is used figuratively, then it's usually a threat 'I'm gonna throttle him!' or just to express how very angry or frustrated they are 'I could have throttled him!'.
If 'choke' is used figuratively, it usually just means that they have frozen when they're supposed to be taking action "he needed to start his part but he choked at the last minute and just stood there, I think he had stage fright." Or to express how surprised or shocked they were by something, often while eating or drinking. "The moment she announced that fact, he choked, loudly coughing as he tried to hide his surprise."
If 'strangle' is used figuratively, then it's often similar to how 'throttle' is used figuratively, but less violently angry about it. It's like a half-step less intense. More just frustrated instead of violently angry.
It can also be used to describe how an emotion or fear can feel almost like you're being strangled by the feeling itself. But that is more common in literature or poetry.
