Apparently it comes from the world of sports, so I kind of have two situations in my mind:
1) It´s a good call because the referee "made that call" at the right moment. I mean, when it's really difficult making a decision so he kind of need other point of view
2) It's a good call because the difficult decision that the referee made was correct and he was right. In other words, the result of that call was "good for him"
Which one is the correct scenario? Do you guys have in mind such things when saying this? Am I missing something?

In sports, when the referee blows a whistle and gives someone a penalty, we say “call.”
Ex: A player slide-tackles the goalie. The referee blows the whistle and gives a red-card to the player. In other words, the referee has “made a call”.
In everyday life, you might hear someone say “good call!” This means “good choice”.
Ex:
John has just returned from the store.
John: I know you said that we only needed one bag of rice, but we will be busy next week, so I grabbed one extra, just in case we run out.
Emma: Good call!

@Igna07 You may also hear “he called the game.” This means, the referee has decided that the game is over or postponed.
Ex: 15 minutes after the soccer game began, a thunderstorm started. The referee decided to “call the game”. It will be rescheduled for next Tuesday.
