@Nagisa619 in a way they are similar but they imply different things (different meanings).
The first one is saying you would need a crystal ball to answer the question whereas the second one is stating you do not have a crystal ball so you cannot answer the question.
If I were to pick, the first one sounds more correct than the second
The second one sounds a bit too choppy and very out of context. Maybe adding a transitional word or sentence between them would make it flow better.
For the first one, instead of a period join the two statements with a comma (,) and it will flow better :)

If you need a crystal ball, you probably don't have one and HAVE to get one- you NEED the crystal ball.
On the other hand, you might not need to have a crystal ball even if you don't have one. Your friend might ask you for one, and you could say you don't have one, but you still wouldn't need one- your friend would.
So, if you NEED something you don't have it, but you might not NEED it if you don't have it.

“I need a crystal ball” is stating that you require/need one
“I don’t have a crystal ball” is stating that you do not have one
Basically the difference is, is that one implies the need of the item and the other just states you do not have one nor do you require it
