'Today is hot', is when the temperature is very high and you do not want to be outside.
'Today is warm', is not as high temperature, you can be outside without discomfort.

The temperature. Heat and warmth are both indicators of temperature. If it was, for example, 70 degrees, you'd say it's warm. If the temperature is higher, it is hot outside.
