"The meeting was brought forward a day" means that the date of the meeting changed, and is now one day earlier than originally planned. It is slightly awkward to say it that way. "The meeting was moved forward a day" is much more natural.
"The meeting was brought up a day" is a very unnatural way speaking; when an English speaker says "brought up," it can mean two things "discussed or talked about" or "raised" (which can apply to how children are "brought up" by their parents).
