Stipulate is a demand where there is usually a penalty for not complying. So if the delivery dates are stipulated you are required by the contract to meet those dates and can be required to pay money for missing them.
Specified just means that they were mentioned as specific dates. You aren’t necessarily required to meet them and there may not be a penalty for missing them unless a penalty is specifically stated elsewhere.
