It's just a different way to frame it, which IRL makes no real difference.
Analysing the phrases, in the first one "better" is an adjective that is applied to "spaghetti". So it's more directly linked to the noun in that way.
In contrast, in the second phrase "better" is an adverb (comparative of "well") applied to the verbal phrase "can make spaghetti", not the noun "spaghetti".*
*in certain contexts adjectives can come after the noun. I don't think this is one of them.
