Even as a native English speaker, this sentence makes little to no sense to me. I believe the word “leverage” is used incorrectly in this sentence as it’s typically used in reference to business.
All I can provide is a simpler translation in hopes that helps you understand their conversation better;
“Leverage the antiblack confining state in the name of social reform.”

Does "leverage" here mean something like "utilize" or "make an advantage of"?
Also I assume that "confining state" is referring to the current quarantine life, but I'm confused why it's "antiblack"... Could you explain this?

‘Antiblack’ means being hostile / discriminating towarda black people.
‘Leverage’ in this sentence seems to mean “Take advantage of”
So it could mean something like;
“Take advantage of this pandemic in the name of social reform.”
I think they were trying to say something along the lines of;
“Regardless of COVID-19, there should be no discrimination towards who can gain access to this model (of education and we should change that).”

One thing I noticed from my googling is that there are some sites that use the words "carceral state" or "anti black cerceral state". Do these words has anything to do with the one used in the sentence by any chance?

@ttmto Reading through the articles “Antiblack carceral state” is used as an alternative for saying ‘minority group’.
In your sentence it could show that there is an inequality towards minority groups and we should take note of this and improve upon our educational system to progress as a society (by ensuring everyone has access to education) or something along those lines? If that’s what you mean~
