It's not a question of formality and they are not generally the same.
They are used in diffierent situations.
"will" is used for:
future events that are objectively true - "The sun will explode in 5 billion years."
predictions made without evidence - "They will definitely win the tournament next year."
decisions made in the moment of speaking - "Oh, the milk's finished, I'll buy some more this afternoon."
promises - "I'll have the report finished by tomorrow, don't worry."
offers - "I'll open the door for you"

"going to" is used for:
predictions WITH evidence - "Look at those black clouds, it's going to rain"
plans / decisions made BEFORE the moment of speaking
"What are you going to do this evening?"
"I'm going to see a film with a friend."
"I'm going to university next year to study engineering."

You should NOT use "will" if you are talking about plans. You should use "going to" or the Present Continuous
"I'm going to see Tom tomorrow."- correct
"I'm seeing Tom tomorrow." - correct
"I will see Tom tomorrow." - incorrect

They are largely the same, but "will" is much more formal than "going to." Also, for "will," you use "I" and for "going to," you use "I'm."
"I will eat a banana."
"I'm going to eat a banana."
"I will be with you every step of the way"
"I'm going to be with you every step of the way."
Also, when sharing intent, people usually use "I'll" instead of "I will," as "I will" sounds a bit robotic.
