"Lets go to the river and have a picnic" makes sense if there is a river nearby that everyone knows about. If I live near a river and I mention "the river," everyone will know which river I am talking about.
If I don't know which river I want to go to and I just want to have a picnic next to a river, I would say "Let's go to a river and have a picnic."
Most of the time, the first sentence sounds more natural.

“the” and “a” are what’s different here.
“the” is for specific things. It’s implies that the listener knows what river you’re talking about, and you mean no other rivers. It’s a SPECIFIC river.
“a” or “an” is not specific. It implies it could be any river and you don’t necessarily have a specific one in mind
(note: “an” is used before words starting with vowels: a,e, i, o, u)

The difference between the two sentences is with the articles.
In English there are two types of articles: definite article and indefinite articles.
The definite article is “the”, which is the only definite article in English, while there are two indefinite articles in English, which is “a” and “an”.
In the first sentence, you used the article “the” (....to THE river and...). The definite article “the” is used to define or specify something. “The river”. This means there is a specific river you want to go or you are hinting a specific river. This is why it’s called definite article, because it defines the introduced noun.
However, in the other sentence you used the article “a” (....to A river and...). The indefinite article “a” is used to just introduce the noun. There is no specifying to the noun. “The river”. This means any river, no specific one, you’d just go to any river and have a picnic I can there. This is why they’re called the indefinite articles, because they don’t define the noun, they just introduce it in a singular form.
Of course, there are other differences for those articles, but I’d be going off topic.

When you use "the" it sets a specific tone. It means that's not any river, it's *the* river. When you use the "a" it can be any river, not a specific one
