有關 英語 (美國) 的問題

I have questions about "present progressive tense" and "present perfect progressive tense".
I understand how to use them.
However, I don't understand how I should distinguish to use.
When I want to put emphasis on what's happening now, should I use "present progressive tense"?
When I want to put emphasis on from a past position to what's happening now, should I use "present perfect progressive tense"?
Does it depend on I want to emphasize which "tense"?
