Animate implies the thing you have animated was previous inanimate.
This is a problem when you're talking about "animating" other people, because English speakers will assume two things.
Assumption 1: The person you have animated was previously dead, or very depressed. This is assumed because when you animate another person, it implies they were previously inanimate, which means they weren't moving at all.

Assumption 2: The person listening to you will think you mean "animate", (アニメーション) instead of "animate" (活気づける) meaning to liven up.
Animate puts more emphasis on changing something's physical state more than it's mental state than inspire does.
Animate is rarely used to mean 活気づける, usually in English it means アニメーション, so people will not misunderstand you.
Inspire only has one meaning, but animate has two. Inspire is much easier to use, so English speakers use it more often.
Examples:
"He inspired his friends to be healthier, so they stopped eating McDonald's."
Animate cannot be used to replace inspired in the sentence because it would sound extremely unnatural.
