fill out this approval 是什麼意思

A Student "I'm just filling out this approval for graduation form for the dean's office."
I know what he wants to say, but
I think 'approval' is a concept, not noun here, so I wonder it's grammatically incorrect.

I think at some universities the form itself is called the "academic approval for graduation". So he is giving a shortened version of the full name of the form. In written English, it would be: I'm just filling out this "approval for graduation" form.
