"X was known to have done Y" = "People say that X did Y, and I believe them."
"Is known to" sounds less confident. Here is what the speaker means when they say "X did Y" and what they mean when they say "X was known to have done Y":
"동파육 is the dish that a Chinese poet named Su Tungpo enjoyed eating during the Song dynasty."

"I am very, very confident that Su Tungpao enjoyed eating 동파육."
Maybe they have a letter from Su Tungpo where he says he enjoys 동파육, or someone they trust says they have that letter.
