@Savva_Peck very little difference, all 3 sentences are saying the same mandate. The second sentence sounds a little less pushy to me but other then that, no real difference.

@baretoesroo @Kcsam thank both of you a lot!!! I got it, could you tell me if it's true or not that the sentence with "be + to-infinitive" implies that there is some kind of a plan or an arrangement that was made before ? because if the thing about arranging and plans isn't correct then I really can't understand the difference in the use between this be + to infinitive construction and must

@Savva_Peck I am not sure exactly what your asking but all three forms of that sentence sound as if the statement is prearranged. In fact, I think you could put any of the sentence on a sign and post it and they would all convey the same thing.
Is there a specific situation that you are referring to?
Are you referring to a school bell, the opening of a building or a fire alarm? Something like that?
Or is it an announcement over the P.A. System?
With more context I might be able to offer an opinion of which sentence sounds more appropriate :)

@baretoesroo well, the articles I read didn't provide any context to these examples, but let's say that those three sentences were used in the situations you suggested, then which one would be appropriate for each situation

I would say “All children ARE TO gather in the school hall at once!” If I were speaking out loud and addressing the intended audience.
I would say “All children HAVE TO gather in the school hall at once!” If I were replying to a question.
I would say “All children MUST gather in the school hall at once!” If I were writing in down as a memorandum.
