They're not really interchangeable, no.
"caught up in" can have two meanings:
1 - to get up to date, to catch up on work or tasks, to clear the backlog, to finish all of the waiting tasks so you are "all caught up". "I got behind at work, so I had to spend the weekend getting caught up." or "I got caught up on the news."
2 - to get in the middle of something, to get busy with something, to become immersed in something, to have something take all of your attention. "I got caught up in the excitement!" or "I got caught up in the rush at work, we're just so busy at this time of year that it's hard to notice anything else." Your second sentence is using it this way, "I just get caught up in the rat race I'm running." So getting caught up in, in the middle of, in the thick of something, etc. It is like being caught up in a fishing net, you almost get tangled or stuck in the middle of it for awhile.

To get "caught out in" is more like something caught you unprepared, something caught you off guard. So something happened that you were not completely prepared for. So getting "caught out in a storm", is a common turn of phrase. Or "he puts things off at work until the last minute, so when the deadline is changed without warning, he gets caught out because he isn't ready yet." Your first example sentence uses this meaning, with being caught out in the snow because of car trouble.
Now, there might be some limited situations where both phrases fit what has happened. But they would give it a different meaning depending on which one you used. So even if both might be true in a specific situation, they still have different meanings.
