The first sentence is you talking to yourself, or about yourself.
The second sentence is a more broad, generic statement. It could be you talking to yourself, or you talking to someone else, or someone else talking to you. It is not incorrect, but I think in this context, it is a little bit more unnatural to not specify an actor in the sentence.
It's about time you got a girlfriend.
It's about time he got a girlfriend.
Also, usually "girlfriend" is written as a single compound word.

No real difference, except that the first one is clearly about yourself, and the second one more general. You could say the second one to a friend, who you think should get a girlfriend. But you can also say it to yourself. It sounds more like a general advice to any person.
