Does it mean that she often scans the abstracts of the articles that are written for the lay public?

No...
She skims through the abstracts of articles (scientific papers?) in order to find topics to write about. She does that writing for the lay public (in other words, for people who have no formal scientific training).

@forall I think it has a very similar meaning either way.

I might say:

I'm often scanning abstracts of articles looking for topics to write about ...
I'm often scanning abstracts looking for interesting articles to write about ...

I just feel like that makes it most clear.
