It all depends on the individual's body language and tone of voice. Positive meanings first. The person who said this meant to say that he/she would have made sure to make your acquaintance, because they find you appealing (romantically or platonically). Or meaning that it would have been impossible to miss him/her had he/she been there( larger than life attitude or persona).
