Curly hair can mean just curly (➿➰) or also wavy (〰️) but “curvy” is usually an adjective for someone’s body type, not for hair type.
Typically which hair you call “curly” vs. “wavy” would depend on the speaker.
If the speaker is Black they might not consider wavy hair to be “curly” hair at all (you could get some eye rolls). If your speaker has thin straight blonde hair, for example, and only grew up with other white women who have straight hair (or always straighten their hair for beauty-standard reasons) then they might consider wavy hair “curly”. Oftentimes non-black people do not understand that Black hair comes in many textures which can be made of very tight curls, so white Americans will call it “nappy” or “frizzy” or other worse things. Please do NOT call a Black person’s hair “nappy” it is extremely rude. Black Americans would describe their own hair as “curly” or “kinky”.
Latin-Americans might also use “pelo malo” which translates to “bad hair” this is supposed to refer to Black hair (which is obviously deeply disrespectful because it equates Black hair as being bad, ugly & undesirable).
Because of white beauty standards in the US, “curly hair” has a deeply political background.
If you go to a hair salon or want to buy the appropriate/community recommended products for curly or wavy hair type, then you would probably use this curl pattern system (shown in the photos). I think the photo descriptions might be helpful for your original question.

my original question is whether the difference between wavy and curly lies on the wave is bigger than a curl , and a curl is more curved than a wave .
also i thought about people who were born to have "curved" hairs, based on what you said, they are called curly instead of wavy right?

I think you mean “…a wave is flatter (or ‘more straight’) than a curl…”
To express it to sound specific in English you can say: “A curl has more curvature than a wave.”
I will describe it in a way that you actually hear US English speakers use for hair…
The difference between wave and curl depends on what we call the “tightness of the curl” or “how tightly wound the hair is” (We use ‘wound’🌀 with a similar meaning to as if it were on a wrapped spool 🧵 or resembles a coil shape like a spring ➿ 彈簧).

➪ People born with more-curly-hair (👩🏽🦱的頭髮自然髮型是捲髮) might not consider wavy hair (〰️~) to be “curly hair” ; but US companies who sell hair products for wavy hair (〰️) will usually market their products (describe in advertisements) as “curly hair products”.
So in a lot of US stores, the “curly hair” section has pictures of models with actually wavy hair (〰️) and have actual curly hair ( 👩🏽🦱 ) products in a separate “ethnic hair” section. 😐

➪ Haha I would say no.
Curly hair and wavy hair takes effort to keep healthy because it is naturally dry (this is why the proteins make a curl/spiral). Many people of many backgrounds (ethnicities) do have naturally wavy hair!
But if they do not know how to style it as ‘wavy’ with the right products, then it will can appear “frizzy” (fluffy or messy looking). This is common with many (especially white and Asian Americans) who have naturally wavy-ish hair but may be ashamed/ don’t understand it and think this is just “frizzy”. So they will usually just straighten it with flat iron (hot tools) or straight perms (chemical hair straightening).
Although, I have also seen that ‘soft wave perms’ have been popular recently in S. Korea (they think this makes them stand out from typical Asian girls with ‘boring’ long black straight hair).
