"It's tough to leave" suggests that actually leaving is a difficult process in some way. It could mean that "It's difficult for me to make myself leave, because I don't want to go" or it could also mean something like "there are so many things you need to do before they will let you go", or "I have contractual obligations which prevent me from leaving", etc.
"It's tough leaving" says more specifically that the act of leaving is emotionally difficult: "The thought of leaving makes me sad."
But both forms are also often said in farewell speeches and such to mean "I am going to really miss working at this company", etc.

"It's embarassing for her to sing in public." does it make sence?
"singing in public" is more natural in this case?

@iJunne "It's embarrassing for her to sing in public" is perfectly natural and correct, yes.
You could also say "Singing in public is embarrassing for her" if you wanted to, as well.
