An apartment is the one domicile that you live in. An apartment building is a building that contains many apartments. An apartment complex is a group of apartment buildings arranged close together. An apartment complex can be made of of two to dozens of apartment buildings.
"I live in a apartment" is to differentiate from my living in a house.
"I live in a apartment complex" means that I live in an apartment that is part of a collection of apartment buildings.

An apartment is just one unit. An apartment complex is made up of all apartments and apartment buildings on a given property.

An apartment is a single unit, while an apartment complex is a group of buildings containing apartments, managed by one owner/manager.
If someone tells you they live in an apartment, they are telling you they live in that single unit.
If someone tells you they live in an apartment complex, they are telling you that they live in an apartment that is in a group of apartment buildings.
I used to live in a little apartment above a garage. But now I live in an apartment complex. When I first moved there, I had trouble finding my apartment because the buildings are so big.
*…to describe their home. (A house would be a freestanding dwelling built for a single family.)
