There is no difference between those two phrases ^
What might have been confusing you is that you can say "I will improve my English" without saying anything prior or after and it makes sense.
However, you can't say "I will have improved my English" without saying something prior or after and have it make sense. When you say "I will have" you have to state WHEN you will have.
e.g. "By next year i will have improved my english" or "I will have improved my english by next year"

the first phrase implies you will start improving your english skills at some point in the future
the second phrase implies you will have improved your english skills by a certain point in the future

I will improve... - It means that you'll do it in the future, just say that it will happen
I'll have improved... - it means that you will do it by some time, for example: by next month, year etc.

"I'll have" is only needed if you say "improved"
You could use "improve" instead and say "I'll improve my english skills by next year"
