There is not much difference.
But, whom is more formal - it usually refers to a person who was already mentioned in a sentence. It can also be used as a conjunction, for example “Sarah, whom he loves so much, has to leave”.
Unlike whom, ‘who’ can be used in a sentence, for example “who owns this jacket?”

@ieesha_leighton @Uday17 "Whom" isn't just a more formal version of the word and it's not just used as a conjunction. Whom is the objective pronoun, a good trick is that if you can replace the word with "he/she" use who "Who ate my food?" If you can replace it with "His/hers" use whom, "To whom is this letter addressed."
Really, you're better off never using whom because if you use who in every case everyone will understand you as a fluent speaker. In modern english whom is practically never used and when it is it's usually used incorrectly. Seriously even if you use it correctly it will confuse people more than it will help them understand.

There is a difference and it has nothing to do with formality.
Who is a subject pronoun, used as the subject of a sentence.
Who is going?
(He is going. Who replaces the subject of the sentence.)
Whom is used as an object of the verb.
Whom do you believe?
(I believe her. Whom replaces the object of the sentence.)
Whom is also used with a preposition.
With whom did you speak?
I am not sure with whom I am meeting.
That said, many native English speakers do not use who/whom correctly in spoken language and it is not noticed by many people. It may be that casual spoken language is evolving away from the proper usage, even though the grammar rules remain. However, in written language, it is advisable to know the difference and use the words correctly, especially in business or work. It never confuses me when I see the words used correctly and I know the writer (native or not) has a good command of English.
