to prefer X to Y = to like X more than Y

X and Y need to be nouns, so if you're talking about actions, you need to use the gerund (-ing).

He prefers walking to cycling. (= he likes walking more than he likes cycling)
She prefers cake to pie. (= she likes cake more)
They prefer going to the movies to watching TV at home. (= they like going to movies more)
