If someone pulls back (or steps back) from an action, they decide not to do it or continue with it, because it could have bad consequences. I believe "he" is a police officer in this case.

He (some person) moved backward to get away from the prisoner. As he tried to recoil and make space between himself and the prisoner, the prisoner still stepped forward and attacked (jumped at) him. To pull away just means to create distance between yourself and something else.
"The car pulled away from the house."
"The dog pulled back and away from the snake."
"The child pulled back from the heat of the campfire."

@MetRon Thank you very much. Can you change "pulling back and away" grammatically in this sentence? For example, "by pulling back and away" or "who pulled back and away"? I mean, is "pulling back and away" an adverbial verb?

Yes, it is an adverbial phrase. You can restructure it several ways.
"Even as he pulled back and away, the prisoner jumped him." (still an adverbial phrase)
"By pulling back and away, he separated himself from the prisoner." (prepositional phrase)
"The policeman, who pulled back and away, still was not able to avoid the prisoner's attack."

@MetRon I can not understand one more thing. Why pull "back and away"? Does "pull away" phrasal verb? Does 'back' here an adverb?

"Pull back" and "pull away" mean the same motion. You can use either one. The writer here decided to combine them. Its his story so its his choice. Maybe he feels there is more emphasis or haste when he says it this way. It doesn't sound weird, but it is uncommon.
