They mean the same thing, but "panting" paints a picture better with less words.
"He bent over, panting from exhaustion" just sounds better than "He bent over, breathing hard from exhaustion" even though both make sense.

@HectorABC In this case, 'From' sounds better to my ears (it means caused by). Although, I think people would understand either way. I don't know if there is a technical explanation for if one works better than the other.
