正式に adverbial of [正式だ]
[nounになれる] can be used as "can become" or "was able to become", なれる is the potential form of なる (become).
[という] can have many meanings commonly e.g. is "called/named", "that says" or simply "that" (to emphasize something), which I would say is the use here.
Based on the context [通知] were already send.
