Does the second sentence mean because he has many camels he is not miserable? If so why 'but'?

Yes, it means he's not miserable anymore because he has many camels.
Because the text could be interpreted as: even if you have only ONE camel, you would stop being miserable.
You can interpret it as, "it took 78 camels, but (at least) Mohamed Isaaq is not miserable (anymore).
