"Say" or "saying" after the present perfect and which option is correct and why ?

I think both works:

- the first one suggests that’s what people say in general (in the past).

- the second suggests you personally heard people chatting about it perhaps in detail or applying facts and stats (present tense)


I’m sure others might disagree.
