It's not that it's more than 20 minutes. Instead it's emphasising the amount of time. Generally used negatively, for when you're waiting for something longer than expected and you'd like to indicate that it's out of the ordinary. Like a "whole 20 minutes ago".

Does "a good twenty minutes ago"means more than twenty minutes ago？
