I live in Florida, where we have a very intense rainy season. I think there are a lot of possible reasons:

-Hoodies and jackets are preferred. People don't want to carry an umbrella around everywhere they go, especially men.

-Many people don't need to walk very far outside to go anywhere. Most of us drive a car and don't use public transportation, except in some major cities.

-We often forget to use it even if we have one.

-The rain and wind is sometimes so strong, that cheap umbrellas are useless

-rain is very sporadic, sometimes. It will often rain for only a few minutes before stopping.

-It rains so much here that we are used to the rain or getting a little wet.

It's not that nobody uses an umbrella though. Some people still do.

i carry an umbrella with me most of the time but will probably not use it if it’s raining lightly or if i’ll only be walking for a very short time. using an umbrella is not uncommon at all but many people may just put their hood up or brave through it, depending on the severity of the rain and how long they’ll be in it

If your commute involves a lot of driving or cycling, or if you are only walking a short distance, it might not be worth it to carry an umbrella everywhere. Some use them, but I don't own one.

What I don't understand is when people say they "saw a video" or "watched a movie or TV show" and they noticed such and such about Americans.  Like we all must be like one big block of people all acting in the same manner. 
Of course people in America use umbrellas. Just like I'm sure people in Korea use them. Sometimes a person might not have an umbrella with them. Maybe they don't even have one. Some people might not care if they get wet. But in general umbrella use in the United States I'm sure is on par with much of the rest of the world where umbrellas are available.

I think,  as with everything,  it depends.  I've heard that people in the Pacific Northwest tend not to use umbrellas,  and in cities it can be a mix because it can sometimes be a pain carrying an umbrella around or navigating crowded sidewalks when everyone has an umbrella. But for the most part,  I think that more often than not,  people use umbrellas

I think it depends on how rainy it is. It's certainly not uncommon to use one, but it's true that people might not bother if they're just walking a short distance from their car into a building. You don't mention what kind of video this was, though. If it was a movie or tv show, they may just have decided not to show umbrellas for aesthetic reasons.

people usually wear rain jackets instead of umbrellas, umbrellas are a bit harder to transport.

So I grew up in Virginia, but now I live in NYC.

In Virginia, I don’t think I owned an umbrella.  We would just run to the car and run into the store, and just brave the short period of time we’re were in the rain. It would be more work to bring, open, and close the umbrella that just get wet for a bit.

In NYC, we use the subway or train, have a walk more than 25m to get somewhere, maybe a couple blocks or more.  I now own 3 umbrellas!  I’ve been absolutely drenched way too many times.
