'While available' implies that the speaker is currently free. "Let's do the the interview now while I'm available."
'When I'm available' sounds as if the speaker isn't free right now but when the time comes, they'll do something. "When I'm available, let's do the interview." The interview won't happen right then but whenever the speaker is next free.
