'Please' is used to make (more polite) requests to others. "Please take a look at your book." The speaker is making a request to the listener to look at the book, maybe to show them a specific picture or diagram.
'Feel free' is more of a suggestion or invitation to the listener. "Feel free to look at the book" states that the listener can look at the book but they don't need to look at the book if they don't want to. It lets the listener know that they can choose to do the action or not.

"Please" is used as a request for some thing: For example: Please give a cup of coffee; it may be a response, For Example. Can i make a cup of tea for you- You say: Yes, please or No please" On the other hand "Feel Free" is used when you go to somebody's house or somebody comes to meet you, you say "Feel Free" - means You may sit wherever you like; in kitchen-Cook whatever you like ....
