I am little bit confused about the names in Russia ..
For example .. in Russian passports the name is written like this:
Family name
Name + father’s name

Now when i wan to call this person i should use his name or family name ? 🤔

I also know that we add (ов/ова) to family name
For example .. КуликОВ
This means that his name is (Кулик) ??? 🤦🏻‍♂️

You need to choose the form of address depending on your relationships with the other person.
For formal relationship or with elder people we use first name+patronym:

For example, you have a Russian professor in uni, his full name is Иванов Виктор Степанович (last name+first name+patronym). It's a formal situation, so you should call him Виктор Степанович.

Professor's wife can call him Виктор or use short forms such as Витя.

In Russian it's not common practice to use a last name to address someone, only if you use their title. For example, профессор Иванов, сенатор Петров, доктор Сидоров

-ов/-ова is a common ending of Russian last names, you can't divide it from the word root
