For example, in English there is a (general) British accent and there's a (general) American accent, which are different in the sense that pronunciation is different overall, but speakers with both accents can understand each other with little difficulty.
Different dialects of a language, on the other hand, may not be understood by all speakers of that language. For example in Chinese, we have Mandarin (which is the official language of China) and dialects like Cantonese. People who only speak Mandarin cannot understand with Cantonese speakers in general.
There's a well-known saying: "A language is a dialect with an army and a navy."

Dialect means that you are a native speaker but refers to how pronunciation changes based on where the language is spoken.

Also, as Debashish points out, "accent" can also refer to the pronunciation of someone whose native language is not whichever one you are talking about. For example, "He has a strong accent" means that it is very obvious that he is not a native speaker.

"Dialect" is a difference in pronunciation and also vocabulary or grammar.

Satoshi from Japan uses Kansai 'dialect' (in Kansai accent), while John from England tries to speak standard Japanese as natives do, but fail to let his foreign accent go away from him. Is that right?

@Smotis It seems I've already heard of that saying before. Still, I am not sure if I fully understand its meaning. :(

@birmbert Basically, calling a language a "language" has a better connotation than calling it a "dialect," in the sense that it is seen as more important or valid. Which dialect has a higher status or prestige, such as being designated an official language, depends on the social and political situation.
