I've heard "schon gut" used a lot like "alright, already" or "fine, fine!" so yes, it can be kind of negative.

"Sehr gut!" is very positive. "Schon gut" can be positive or rather negative. It depends a lot on how someone says it.
For example:
If your friend tells you on a short notice that he can't come to an appointment you've planned a month ago, you might say it differently than when you spontaneously ask if he has time and he doesn't.
Sometimes it's not easy to hear if it's negative or not, as some people are very good at hiding it. Or some are very direct and use it quite harsh and maybe a little bit sarcastic.
