We rarely use "通告" as announcement or notify actually. When we refer to the announcement to the public, such as the one posted on school's bulletin or on a company's web, we use the term "公告" rather than "通告".
For example, 「網站有最新公告，快去看！」
（There's a latest announcement on the web. Go get a look!)
When we refer to some artists that receive "invitations" and then go to TV programs to show up, we say they are 通告藝人, and the "invitations" they receive is"通告". Probably artists would say the "programs" inviting them are 通告 as well, and they would say 我要上一個通告 meaning "I'm going to a TV program (inviting me)."
通知can be used as noun or verb, meaning "to inform".
And here's an interesting example that incorporates 通告and 通知:
我今天才被通知要來上這個通告。
(I was just informed earlier today that I had to go to this program.)
