Both same meaning one is past tense and one is present tense.
I'm glad to hear that. Present.
I'm glad I heard that. Past.

I am glad to hear that would be similar to 「良かった」as if you are happy that everything is ok
I am glad I heard that means that you heard something that changed what you were thinking
For example, let's say that My friend is mad at me , and someone tells me that she is mad because I didn't bring her a gift
I am glad I heard that because now I know what the problem is.

"I'm glad to hear that" is usually used when someone is talking about themselves doing well in their personal lives. It's similar to "I'm glad you're doing well".
I'm glad I heard that is in the past tense. The meaning depends more on the context.
It could be used like:
Teacher: Don't forget the homework tomorrow!
Student: I'm glad I heard that, or I would have forgotten.
